Lt General Anthony Palmer CB CBE

Until Jul 2005 Lieutenant General Deputy Chief of Defence Staff (Personnel) responsible for HR policy for the UK Armed Forces. Anthony has wide experience of strategic planning, risk assessment and directing radical change in large, complex organisations.

Other key military roles Deputy Commander, NATO Force (Bosnia). Chief Executive, Army Training and Recruiting Agency. Director, Army Plans and Programmes (MOD).

  • Led the Army input into the Strategic Defence Review – a significant change leadership challenge.
  • Senior Responsible officer, reporting to the Secretary of State, for three major change programmes (valued at over £2.5 Bn).The largest project being Joint Personnel Administration –to computerise all personnel and training records.
  • Experienced at negotiating with large private sector companies within PFI/PPP programmes. Responsible for negotiating with the Chief Executives of major FTSE companies (BAe Systems, VT Group, Serco, Jarvis, Raytheon etc) over several PFI projects.
  • Lectured to Senior Civil Service on leadership and mission command.

Since retirement Anthony has focused much of his time on assisting the development of renewable and sustainable technologies.
